Defence organisations are increasingly evaluating artificial intelligence to support data analysis and operational planning in complex environments. In this context, Fujitsu Limited launched the Fujitsu Accelerator Program for Defense Tech to support development of AI-based decision support technologies in Japan.

Open innovation model for defence technology development
The programme is being conducted as part of a research contract awarded by Japan’s Acquisition, Technology & Logistics Agency (ATLA) for fiscal year 2025. The initiative focuses on developing agentic AI technologies through collaboration with Japanese startups and technology partners.

The programme is structured as an open innovation framework intended to combine Fujitsu’s experience in AI development with emerging technologies from companies outside the defence sector. The objective is to accelerate technology development cycles and broaden access to specialised capabilities.

Multi-AI agents for operational decision support
The research focuses on multi-AI agent systems designed to function as digital decision support tools. These systems coordinate multiple AI models to collect information, perform analysis and generate recommendations to support operational planning.

The intended functions include accelerating decision processes, improving information analysis capabilities and reducing workload for personnel by automating parts of the information processing workflow.

The work builds on an existing experimental rapid decision-support prototype and aims to further develop agent-based AI capable of supporting complex operational scenarios.

Applying commercial technologies to dual-use applications
The programme also explores the use of dual-use technologies, referring to solutions applicable in both civilian and defence environments. This includes adapting developments from commercial AI and digital technology sectors for use in security-related applications.

The initiative combines internally developed AI technologies with innovations from startups in fields outside traditional defence supply chains. This reflects a broader trend of incorporating commercial digital technologies into defence innovation ecosystems.

Digital technologies shaping defence innovation strategies
The programme reflects increasing focus on digital technologies such as AI and quantum computing as part of long-term defence capability development strategies. Within this context, AI-based decision support platforms are being evaluated for their potential to improve information processing efficiency and operational responsiveness.

Through the accelerator programme, the development effort focuses on advancing multi-agent AI systems capable of supporting analytical workflows in complex operational environments.
