CHINT Delivers First Smart Substation EPC Project in the Philippines
CHINT is delivering the Panitan 138kV Substation as an integrated EPC turnkey contractor, marking CHINT’s first smart substation project with the Philippines’ national transmission grid operator.

CHINT has secured an integrated EPC turnkey contract with the National Grid Corporation of the Philippines (NGCP) to deliver the Panitan 138kV Substation upgrade, marking CHINT’s first smart substation project with the national transmission operator.
As part of NGCP’s Visayas Substation Upgrading Project, the initiative modernizes a critical transmission hub in Capiz, Visayas. The brownfield development transitions the substation from conventional air-insulated switchgear (AIS) to an intelligent gas-insulated switchgear (GIS) platform to enhance regional grid resilience, transmission capacity, and operational efficiency.
Full-Scope EPC Delivery and Phased Modernization
CHINT is executing end-to-end engineering, procurement, and construction (EPC) responsibilities across the project lifecycle, including civil and structural works, equipment supply, protection and control integration, telecommunications, mechanical systems, commissioning, and health, safety, and environmental (HSE) oversight.
The primary equipment scope encompasses 138kV and 69kV GIS bays, disconnect and earthing switches, shunt reactors, current and voltage instrument transformers (CT/VT), surge arresters, AC/DC auxiliary systems, and digital protection and control platforms.
To prevent power supply interruptions in the active brownfield facility, the upgrade is being executed in two sequential phases:
- Phase I: Replaces the 138/69kV 100MVA power transformer and executes supporting primary equipment replacements while retaining existing secondary protection and re-terminating control cables to control costs and curtail outage schedules.
- Phase II: Encompasses the full AIS-to-GIS transition, including the construction of a new five-story GIS building, installation of 12 new 138kV and 69kV GIS bays, and deployment of intelligent digital secondary systems across the entire facility.
Brownfield Engineering and Strategic Grid Impact
Operating within an energized substation footprint, CHINT has implemented strict outage coordination, temporary power bypass networks, and line-by-line equipment cutovers to safeguard grid stability during structural demolition and equipment installation. The migration aligns protection settings across legacy and digital secondary systems, establishing an automated SCADA monitoring framework.
The contract marks the initial deployment of CHINT’s 138kV and 69kV high-voltage GIS equipment within NGCP's transmission network, validating its high-voltage transmission portfolio in the Philippine utility sector under a unified, single-source EPC delivery model.
